Why do I need to set up a Google Developer Account?
In order to publish your app to the Google Play market, you need to set up your own Google Developer account. This is also important so you can make updates or changes in your app once it’s already published in the Playstore.
Important Reminder:
Google Play charges a $25 (approx. £17) one-time developer fee.
What you'll need to create a developer account for an organization
To create this account, you'll need: (More information is here on what you will need)
1. A D-U-N-S number for your organisation
Provided by Dun & Bradstreet, a D-U-N-S number is a unique nine-digit number that is used globally to identify businesses. Google uses your D-U-N-S number to verify your organization. You'll need to verify the information that Google gets from Dun & Bradstreet by providing an official business document.
2. A contact phone numer & email address for Google Play Users
These will be shown on Google Play so that users can contact you. You'll need to verify them by receiving a code. Learn more about developer verifications

To create a Google Developer Account, follow the below steps below
1. Visit Google Play Console
https://play.google.com/console to create your Google Developer Account. Click on "Go to Play Console" on the top right.
2. Sign in
Use an existing Google account or click "Create an account". Turning on 2-step verification is mandatory.
3. Choose an organization
Click “Get Started” underneath an organization.
4. Fill up the form with your information
(About you / Developer account / Apps sections)
5. Click on the boxes to agree with Google Play’s Terms and Conditions.
Click on “Create account and Pay".
6. Enter your payment information and complete your registration.
